The State Government has approved three new local structure plans in the East Wanneroo District Structure Plan area, marking the beginning of what will be one of Perth’s largest residential land releases. The Western Australian Planning Commission’s decision will unlock more than 8,000 hectares across the northern suburbs, including Wanneroo, Mariginiup, Gnangara, Jandabup, and Pinjar.
The precincts are expected to deliver up to 50,000 new homes for around 150,000 people over the next 50 years. The plans are part of a coordinated strategy between State and local government and industry to provide new housing, community infrastructure, and essential services in a key growth corridor.
Premier Roger Cook said the approach is focused on planning for Perth’s long-term growth. “By partnering with industry, we are supporting the strategic delivery of thousands of new homes in our fast-growing northern suburbs,” Mr Cook said. “We are planning for the future to ensure these new neighbourhoods will have access to the services and community infrastructure they need to thrive.”
East Wanneroo structure plans set for delivery
The structure plan divides East Wanneroo into 28 precincts, with each precinct designed to support the delivery of amenities and infrastructure for future residents. The initial approvals allow development to commence, with the first precinct to break ground being in Mariginiup.

Planning and Lands Minister John Carey said the approvals mark the rollout of the State’s strategic vision for the area. “Today marks an exciting milestone, as our strategic vision to unlock land across East Wanneroo begins to rollout, with three precincts approved for subdivision and works underway on Stockland’s Grevillea estate,” he said. “This will deliver thousands of new homes for families within 25 kilometres of the CBD.”
Stockland’s Grevillea estate in Mariginiup will cover 123 hectares and deliver more than 2,000 new homes, with a mix of family-sized blocks and townhouse-style residences. The first subdivision is expected to comprise approximately 180 lots, with sales scheduled to commence later in 2025.
New infrastructure planned
The Mariginiup precinct will also include new schools, a neighbourhood shopping centre, and public transport links. Plans emphasise access to public open space, with parks, playing fields, and bushland integrated into the development. Environmental assets in the area are set to be preserved as part of the structure plan.
Wanneroo MLA Sabine Winton said the new plans include “district centres and regional playing fields, lots of parkland and open space, future schools and transport connections.”
Perth’s housing market
The approvals come at a time of continued growth in Perth’s housing market, with house prices and rents rising and vacancy rates remaining low. The State Government’s release of new land in the north is aimed at increasing housing supply and supporting population growth over the coming decades.
A district-wide infrastructure contribution plan is being prepared to guide the delivery of arterial roads, district-level community facilities, and groundwater management systems as the area develops.
The staged development of East Wanneroo is expected to evolve over several decades, with further precincts to be released as infrastructure and services are delivered.
