The Victorian Premier has announced $5,000 on-the-spot fines for those flouting rules to try contain the virus.

Daniel Andrews confirmed another 11 Victorians lost their lives to COVID-19 in the last 24 hours.

“If I can go through some detail, as much as I can, there’s one man in his 70s, one man and three women in their 80s, two men and three women in their 90s and one woman who was in her hundreds,” he said.

“All of those tragedies, all of those fatalities are connected to aged care settings.”

Punishing rule breakers

Mr Andrews said not enough Victorians were following the rules and obeying restrictions, and measures would be increased as a result.

“Every single positive case will be door-knocked multiple times, random and repeated doorknocks,” he said.

“You are expected to be found at home.”

Fines were increased by almost five times their current rate to try and make people obey rules.

“As everyone has become very well aware, there is a $1,652 on-the-spot fine if you breach the directions of the Chief Health Officer, there is also a $200 penalty for not wearing a mask when you are out of your home,” he said.

“Not too many of those fines have had to be issued and in the general scheme of things… the vast majority of people are doing the right thing.

“But there are a number of individuals who are not. That’s why I can announce today a new on the spot fine, in fact, the largest on-the-spot fine on the state books in Victoria – $4,659, but ultimately a $5,000 on the-spot-fine and that will be particularly for those who breach their isolation orders.”

Police have to smash windows of “sovereign citizens”

Police Commissioner Shane Patton said there was a concerning rise of a group of people “who classify themselves as sovereign citizens – whatever that might mean”.

“(These are) people who don’t think the law applies to them,” he said.

“We’ve seen them at checkpoints baiting police, not providing a name and address.”

“On at least four occasions in the last week, we’ve had to smash the windows of cars and pull people out to provide details because they weren’t adhering to the Chief Health Officer guidelines, they weren’t providing their name and address.”

“They approached a 38-year-old woman, who wasn’t wearing a mask, after a confrontation and being assaulted by that woman, those police officers went to ground and there was a scuffle,” he said.

“And during that scuffle, this 38-year-old woman smashed the head of the policewoman several times into a concrete area on the ground.”

“That behaviour is just totally unacceptable. That’s someone who thinks they’re above the law. They’re not wearing a mask.”
